Student Finance Information



Tuition and Mandatory Fees

The amounts shown in this catalog are subject to change without notice by action of the Texas Legislature or the UNT System Board of Regents.

The Board of Regents has been granted the authority, within established guidelines, to set tuition rates by program.

The University of North Texas Health Science Center at Fort Worth (HSC) is a state-supported institution subject to state laws. Extension of credit is prohibited and all financial obligations to HSC must be cleared prior to registration in the next subsequent semester.

Residency Regulations for Tuition Purposes

Rules and regulations for determining residency status are specified under Title III of the Texas Education Code and are available in the Registrar and Student Records Office. In general, students must physically reside in Texas for the 12-month period immediately preceding their initial registration in an educational institution in Texas. Other factors may be considered for residency determination for tuition. Students who are not legal residents of Texas must pay non-resident tuition including the statutory tuition charges and standard fees approved by the Board of Regents. Certain residency exceptions do not affect actual residency status but do allow for a non-resident tuition exemption. Refer to “Tuition and Fee Waivers” section of this chapter for further information.

Responsibility of the Student

The student is responsible for knowing their residence status and for registering under the proper status. Any questions concerning residency must be discussed with the Admissions Office within Texas College of Osteopathic Medicine (TCOM), School of Biomedical Sciences (SBS), School of Public Health (SPH), School of Health Professions (SHP), UNT System College of Pharmacy (SCP), or College of Nursing (CON) before initial registration. Any student erroneously classified as a resident will be reclassified and will be required to pay all out-of-state tuition due. Attempts to evade non-resident fees may subject the student to the statute penalty and to possible disciplinary action.

Change of Status: Non-Resident to Resident

A student who is at any time classified as a non-resident retains non-resident status until reclassification as a resident is applied for and is approved by the Registrar and Student Records Office.

Change of Status: Resident to Non-Resident

Students who are classified as residents but become non-residents by virtue of any change of domicile must notify the Registrar and Student Records Office of such change immediately. Students who believe they have been erroneously classified have the opportunity for appeal by requesting review from whom the original classification was assigned or in the Registrar and Student Records Office.

Waivers and Exemptions

The University of North Texas Health Science Center at Fort Worth offers several waivers and exemptions to qualifying students. Below is a list of requirements and a link where more detailed information can be found. Waiver and Exemption forms must be submitted to Student Finance by the census date, or 12th class day, in Fall/Spring and the 4th class day in Summer terms. The census date is published in the Academic Calendar for each school.

What are Waivers and Exemptions?

  • Waivers allow certain non-resident students to pay the Texas resident tuition rate.

  • Exemptions are a type of financial assistance allowing some Texas residents to attend a public college or university in Texas without paying tuition or, in some cases, tuition and fees.

Please note: Exemptions are not considered payment under state payment guidelines. A student who does not yet have the exemption applied to their account may still be subject to cancellation if they fail to meet the state payment requirements.

Waivers

Academic Common Market

HSC Requirement: Student Finance must receive notification from the Admissions Office of eligible students. More information about this waiver can be found here.

Economic & Development Diversification

Faculty and their Dependents

HSC Requirement: Student Finance must receive the completed waiver form from the employing department. More information about this waiver can be found here.

 

Good Neighbor Scholarship

HSC Requirement: Student Financial Aid and Scholarships Office must receive completed application and certification from native country. More information about this can be found here.

 

Military Residency

HSC Requirement: Student Finance must receive notification from the Registrar and Student Records Office - Veterans Services of eligible students. More information about this waiver can be found here.

 

Research Assistants and Teaching Assistants

Texas Tomorrow Fund/Texas Guaranteed Tuition Plan

HSC Requirement: Students using TTF/TGTP funds will be billed the in-state tuition rate. Student Finance must receive a copy of Texas Tomorrow Fund/Texas Guaranteed Tuition Plan card. More information about this waiver can be found here.

 

Exemptions

Adopted Students formerly in Foster Care

HSC Requirement: Student Finance must receive certificate of eligibility from the Texas Department of Family and Protective Services. More information about this exemption can be found here.

 

Blind/Deaf Student Exemption Program

HSC Requirement: Student Finance must receive certification letter from Department of Assistive and Rehabilitative Services for the qualified student. More information about this exemption can be found here.

 

Children of Disabled or Deceased Firefighters & Law Enforcement Officers

HSC Requirement: Student Finance must receive certificate of eligibility from the Texas Higher Education Coordinating Board. This exemption includes Peace Officers, Game Wardens and Employees of Correctional Institutions. More information about this exemption can be found here.

 

Children under Conservatorship of the Department of Family and Protective Services

HSC Requirement: Student Finance must receive certificate of eligibility from the Texas Department of Family and Protective Services. More information about this exemption can be found here.

 

Clinical Nurse Preceptors and their Children

HSC Requirement: Student Finance must receive a completed application and written proof of eligibility from the Nursing department through which the Preceptor has an agreement. More information about this exemption can be found here.

Hazlewood Act

Military: Children of U.S. Military who are Missing in Action or Prisoners of War (MIA/POWs)

HSC Requirement: Student must provide documentation from the Department of Defense classifying the Service member as missing in action or a prisoner of war to the Registrar and Student Records Office. More information regarding this exemption can be found here.

 

Peace Officer

Surviving Spouse and Minor Children of Certain Deceased Public Servants

Tuition and Fee Adjustments

You may receive a refund when there is an outstanding credit balance on your account. If you have an outstanding balance in a prior term remaining on your account after you receive a refund, you are responsible for paying this balance. We cannot deduct your outstanding balance from a prior term. It is important to note credit balances resulting from self-payments (ex. Check, credit card, etc.) will be used to pay any outstanding debt owed to the university for a balance due in future terms. Credit balances resulting from sponsored payments will be reviewed to determine whether or not those funds should be returned to the sponsor. Please review your student account frequently throughout each term for charges due to changes in schedule, decreases or increases in financial aid. If you received your refund in the form of a paper check, it will be mailed to the primary address listed in your student portal. It is required for all active students to enroll in SCR (Student Choice Refund).  You will not receive your Financial Aid Refund unless you sign up.

Class Drop Adjustments

HSC at Fort Worth shall adjust a percentage of tuition and mandatory fees to students dropping a class from the institution during a fall, spring, or summer term according to the following schedule.

0% After the 12th day of class

 

Class Adjustment Schedule for Sessions Greater than 5 weeks and Less than 10 Weeks (8W1, 8W2)- Academic Calendar
100% Prior to the first day of classes
100% During the 1st through 4th day of class
0% After the 4th day of class

 

Class Adjustment Schedule for Sessions 5 Weeks or Less (4W1)- Academic Calendar
100% Prior to the first day of classes
100% During the 1st to the 2nd day of class
0% After the 2nd day of class

 

The term’s first class day is always the first official university day of classes for that specific term or session and not the first day of an individual’s class. If a class is dropped and no additional course(s) are added, the orginal course fee is refunded to the student account. If a class is dropped and new course(s) are added to enrollment, an adjustment will only be issued if the difference between the orginal course fee is more than the sum of added course(s).

Withdrawal Policy and Procedure

If a student leaves HSC through withdrawal, dismissal, or leave of absence, the following procedure should be followed:

  1. Inform the Registrar and Student Records Office which will direct the student to the appropriate form(s).
  2. Complete required forms according to established deadlines (when applicable).
  3. Students receiving financial aid (Federal Direct Stafford Unsubsidized Loan or Federal Direct Grad PLUS Loan) are required to complete an online exit counseling at https://studentloans.gov to obtain a clearance signature from the Financial Aid Office (FAO). A student receiving an institutional loan will need to contact the Student Financial Office to determine if exit counseling is needed.
  4. Students who withdraw during a term/semester while receiving federal financial aid (Federal Direct Loans) will be processed under the Return of Title IV funds policy (see “Withdrawing from the University” within the Catalog or “Withdrawal/Leave of Absence/Return of Title IV Funds” on the FAO’s webpage https://www.unthsc.edu/students/financial-aid/). 

It is not always possible to complete the clearance process in one day. Withdrawal refunds are determined by the number of enrolled semester credit hours at the time of withdrawal. Withdrawal percentages are applied to the total amount of tuition and fees as described by state law, not the amount paid. The withdrawal schedule and percentages of refund shown below pertain to total withdrawal for the semester. The withdrawal schedule and the percentages of refund are mandated by the Texas Legislature. The term’s first class day is always the first official day of classes for the term rather than the first day the individual attends class. A withdrawal refund is based on the day of withdrawal, regardless of the date the class first meets. See each school’s academic calendar for dates.

Complete Withdrawal Adjustments

HSC at Fort Worth shall adjust a percentage of tuition and mandatory fees to students withdrawing from the institution during a fall, spring, or summer term according to the following withdrawal schedule.

Any financial obligation to HSC must be resolved before any refunds will be made.

Account Readjustments

By enrolling in classes at the University of North Texas Health Science Center at Fort Worth (HSC), your electronic signature on the Student Financial Obligation Agreement is your agreement to be financially responsible to HSC for payment of all tuition, fees, and related costs added to the student account. This includes any additional amounts due to HSC resulting from auditing and correction of records after registration fees have been paid, all registration assessment errors, changes from off-campus to on-campus classes, invalid employment waivers, etc.

Third Party Payments

Checks issued by a third party sponsor for payment of a student’s tuition, fees, or other charges should be made payable to UNTHSC. Checks should include the student’s ID number written on them.

Returned Checks

A returned check is defined as a check returned due to not having sufficient funds (NSF “Not Sufficient Funds”) in the student bank account or due to the account being closed. Upon receipt of an NSF check, a student is sent a notification via e-mail or text message. A non-refundable fee of $25 is posted to the student’s account for each returned check. To guarantee payment, only certified payments are accepted, such as cashier checks or money orders.
